Billund has 6,000 people so everything is close. If you stay at Lalandia, ask for a place close to the aquadome, Legoland is just across the stress. There is also a train from the cottages to the main building. Lego house is maybe 1,5 km away but you could bike or take a taxi.
As far as I remember, you buy the tickets at the entrance to the aqua dome. All main areas in lalandia are open to the public, if you want to use their facilities, like bowling water park, mini golf etc you have to pay :)
