It's an enclosed space where you walk around the ruin. Originally it was an exhibition hall before the atomic bomb was dropped. They fenced in the area for safety concern and to preserve it since it's considered it as a heritage site. Some of the older Japanese would like to see it torn down since it's a painful reminder of their past.
The building is a ruin - you are not allowed to enter. You walk around the park and view from the fence that surrounds it.
