Better go on months with fewer rains. Most of the attractions are open area. I would say from Nov to May is the best months.

From Makati it would take around 2.5 hours with normal traffic. On a nice day it would only take an hour and 45 minutes

The best time to travel is 5-6am. And probably 2hrs travel.

try to avoid the rainy season if possible, having said that swimming in the rain when it's hot is good fun. I would normally get from Makati in about 2hrs if you are lucky I have done it in about 1.30min, but then I know the roads really well after 30 years. Whilst there is would be a shame if you did not find time to visit Sampaloc
