April, May, September, October, but you might not get a good view when you come up as these months usually have many rainy days. Don't even consider coming during the ski season on weekends and holidays- it's a zoo. You'll be waiting 2 hours for the gondola.

I took the complimentary shuttle from Canada Place at around 1.30pm and got there within the stipulated 30 mins. There wasn't much traffic at all. The day I went was a Thursday so it may be different on say a weekend. The weather absolutely glorious so you'd think it would be jam packed, though when I got there, there was only a small number of ppl already waiting for the cable car, the "Skyride" up, with only a couple of ppl in line for tickets. I was able to get on the first Skyride that arrived.

We went in the afternoon. There are lots of tour groups in the morning. The line was two hours long in the morning. We went back around 1:00 and there was no wait.

We got there 12pm-ish, but I would recommend to go earlier,especially if you're going to the top climbing the stairs. I think around 9am would be great. We got a little traffic on the way there but nothing that could be stressful. Now that is summer, the touristic places are getting crowded, but if you have the chance to go on a weekday, you shouldn't have problem (we went on a Friday and there wasn't a lot of people).
