yes absolutely. The main trails are very broad. You may not find it fully easy along the permitter trails but I do think they are also manageable for an appropriate stroller and also small children.
Small kids love looking in the tidal pools at the beaches (the one facing Protection Isl is best for that near the ferry).
It has a selection of formed paths so a stroller can be used in many places. It would need to be folded to go on the ferry.
It is child friendly providing they are supervised as lots of water, beaches & rock pools. I can not recall if there is a play ground.
