I do not lthink it is a paladar. I has many employees and a paladar could not afford that. In addition, the menu suggest government owned.....have been eating there for many years. nothing has changed. except, they have opened two additional restaurants one above and one below Los Nardos.

According to the waiter it is run by the Youth Society of Asturias ( region in Spain) in conjunction with the Cuban government. So no it is not a palador. The food is good and the prices are reasonable -- Eat on the first floor.
