It is not bad place to spend a few hours as there are plenty to see and it’s a great place for shooting photos for your social media posting. They even have several cafes both indoor and outdoor for visitors to rest and recharge.
Entry to the garden area is free but you would have to pay admission into the building. The rose garden area is especially beautiful when all their flowers are in full bloom.
The entry ticket is reasonable and it comes with a free sample of their famous white chocolate cookie. The self guided tour is informative, as one gets to learn about the origins of chocolate and given an opportunity of behind the scene view on how their popular products are made. At an extra fee, one can also sign up for a make and decorate a cookie or cupcakes workshop, which at the end of the session you can then bring back your creation to eat.
Personal favorite has to be their cafe on level 3. It’s has great dessert menu with seasonal special and if you managed to get a window seat, it offers a nice view of the garden and it’s a perfect spot to watch the clock tower performance.
For those looking for normal food or just peckish after all the walk around, they do have a cafeteria style eatery at level 2 which has a decent menu for both finger food and mains.
After being immersed in all things chocolate and sweet is still not enough. There are 2 retail shops just before you exit the place. One offers more bakery items like bread and spreads, while the other is more for confectionery items. The latter is a sugar heaven, as it has assortment of their sweet and chocolate products all beautifully wrapped as gifts and available in different qualities making it perfect either for sampling or as souvenirs. But would recommend just buying those items that are limited to the park itself as will save you the trouble of having to carry your purchase about, as all their items are priced the same and available at both the airport and retail shops in town.

Unfortunately, the tasting area was closed when we went so wasn't able to enjoy that part, but we did get to have amazing all you can eat/all you can drink BBQ and beer. The weather is indeed chilly during winter , and staying at the Sapporo Grand Hotel , we would later discover this pathway underneath at the basement which has a plethora of shops , restaurants and fast food outlets. Several toilets along the way can be seen. You have various family houses, a school, a fishing village, a martial arts gym, and more. Most buildings you can go inside and view recreated rooms, complete with decorations. Most explanatory text aside from building signs are in Japanese, but I believe audio guides are available in English, and you receive a paper with summaries in English. Staff was very kind and helpful. Definitely will want to spend at least 2 hours here, possibly more. Since it’s covered, one can go around not worrying about getting caught in the rain or snow. Getting there was also fun. We tried the underground walkway with its many distractions and went back on the street level.
Was able to shop for most of the stuff in my list. The festival should be experienced both in the day and at night. (In the daylight, onlookers can see teams of people working/manicuring the snowy structures). Attendance is manageable during the day; but, at night the crowds come out to see the high-tech light and sound shows that are projected onto some of the snow sculptures. (And, yes, some sculptures are enormous and highly detailed).
There's tons of vendors selling hot snacks, warm drinks, and souvenirs scattered throughout Odori Park.
