Although not from Hobart, I admit to some Tasmanian bias. That said, I prefer Salamanca market to this Rocks offering. The rocks Market is certainly a very pleasant, but crowded, stroll through the rocks with a huge number of stalls selling quality merchandise - jewellery, clothing, food, etc. Being adjacent to the overseas passenger terminal I would say that prices are geared towards the tourist - dearer than we might think reasonable, and poorer value for money than Hobart's Salamanca market which also has the bonus of a wonderful fresh fruit and vegetable section. On a hot day, the Rocks is a great place to buy some fudge or an ice-cream, but there is little seating, and not much shade apart from one under-cover section which we found grid-locked. Taking, or buying, water is a must; and it is worth bargaining, but generally we found prices to be inflexible.
