I was charged 200 rupees for the ticket, which states that the fee is 100.
So apparently the guy puts 100 in his own pocket.
The other 100 could be invested into somebody cleaning up all the litter left at the top.

We did a gentle 8km around the mountain and back down into Bhagsu and McLeodGanj. A clean pool situated adjacent of temple you can bath there. There is a Waterfall backside of temple in the name of Bhagsunag. Stairs are very narrow,climb up out onto the rooftop and up to see the statue in the actual temple.

When you get to the security gate you can take the stairs or ask for directions to a lift that takes you to the top floor. Here you will witness newly ordained monks together with those who have been praying for many decades: a unique and truly special place to visit. There is also temple in the grounds which would be peaceful if it wasn’t for the many tourists yapping rather than observing silence! The site is expansive enough with many side temples and they are beautiful decorated with gorgeous Thangka paintings. Namgyal Monastery also called Dalailama Temple. There are Institute, admistration office and residence of Dalai lama, library adjacent of temple. This place is very calm. There is no entry fees.
