The viewpoint is restricted by fencing, so you can't reach. If you are going only for that viewpoint better don't plan. There is a Lord Vishnu temple which the best attraction on Avalabetta.

There is no entry fee. You can drive up the hill and after that steps are there to reach to the temples. A relaxed climb can take around 30 minutes to reach top. No entry fee at all of any kind.

It's not closed. If you go there you will get access for trekking from a small gate next to the main gate. It has a temple and for which people keep coming in. Worry not and trek.
