I have entered Yulei park through the Dujiangyan irrigation system entrance and paid to go up this little mountain. Once you have climbed most of it, you will be able to use the escalators to reach the very top. At the top, there is a pagoda that you can climb to get the best views.

Yulei Park is my favorite site to visit when in Dujiangyan. Before attempting the climb, be sure to wear comfortable shoes and recommend taking water. This is a STRENUOUS climb! We explored this Park as part of a day tour out of Chengdu. It was a interesting visit with the waterway and then the climb up. Definitely need to be in some shape as many stairs before final escalator to the top. Nice view of the area at the top.
