This was a wonderful historic sight.it took about 1 hour . We did our own tour and encountered a lady on the second floor desk who was delightful. She was very knowledgeable about the Capital and some recent history facts of the renovation.

I don't think you have to prearranged tours. They take place at various times throughout the day.
