It does not operate year round. Daily train ride begin when the Carousel Gardens amusement park opens on Saturday March 6, 2018. You can receive more information on the new orleans city park website

I’m not sure exactly what your question is. They do not have strollers for babies to rent like the zoo. But if you are going you definitely need a stroller because there is quite a lot of walking to be done.
