A $5 day use fee gets you into the park. Climb up the tower for fabulous views of Astoria and the Columbia River. So worth it!

It is a little more than a mile and a half from the Maritime Museum on the riverfront, and all uphill. I don't know if there are buses that go up there.

30 min is about right but if you're lucky and have a great day then you'd want a little longer. I say plan for an hour. If you're in that much of a hurry then don't go. I've been there twice BTW.
