The cliff house is in a wonderful setting and there is no reason you need to go spend the money to eat at the cliff house. Get a Pannini from Safeway and walk around the cliff house, Ocean Beach, the Sutro baths, etc, totally tubal

My best guess is about $15 or less one way, check UBER too maybe you can swing a better deal. Hope you make it there, its worth your time. Just up the hill is Louis' restaurant, a diner style joint, fabulous clam chowder... More
