yes at Golden gate Bridge. not aware of any others but you can get off at any stops and provided in a busy areas..would be sure there are some near.

Yes you can wait for the next bus if the upstairs deck is full. Just be prepared to wait 15-20mins between buses. We got on the bus at Union Square and the buses on this day were empty as it was a key departing stop.
