Kate Point Beach Park is also known as Electric Beach as the electric plant is right there. The beach are itself is quite small, the real value and attracting is that about 700 feet out where the hot water from the plant is exhausted there is a lot of marine life. It is easy to find this location as you can follow the long lines of rocks over the pipes (also visible on Google satellite view) or just head to where you see others.
Please note, this is not a good beginner/kid friendly spot due to the 700' swim out to the water outlet, the cross currents near the site, and the waves that hit the beach. However if you are in decent shape and minimally practiced in snorkeling you should be fine.
There are lots of various fish out at the water outlet and we found a couple of sea turtles swimming around near the beach. There were SCUBA divers and other snorkelers there too, but not so many as to be problematic.

This was the BEST snorkel spot we went to in Hawaii, even better than Hanauma Bay & it's free! However, I would not try it if you are a beginner. I also would not try it if the surf was rough. The day we went, the surf was calm. Even when it was calm, the current was strong when you first get in by the wall, but once you get out past the wall, I could not feel the current anymore. It was overcast so I thought it would not be very clear, but the water was crystal clear. You will need to swim out a good ways, so if you are not the best swimmer, use a noodle or floatie belt. I also would not recommend this for small children. We had teenagers which did fine. If you swim out to where the water comes out of the pipes, there are LOTS of fish! The beach is small & is not the best beach to sunbathe. Also, it is not the best beach to just swim at if anyone in your party does not want to snorkel. The current right at the beach is a little strong even on calm days & there are rocks. We were able to find parking

We were searching for good snorkeling and turtle viewing beaches on this side of the Island. Here is what we found:
Papaoneone beach: I little hidden gem. Small, but nice size, secluded behind two condo buildings. Nice for relaxing. Water is usually calmer, good for relaxing, beginner snorklers. Saw some fish but no turtles; locals told us that turtles do visit. Overall, ok to visit and ok to skip.
Hawaiian Electric Beach Park: Good parking, showers. Enjoyed some snorkeling, didn't see too much. Probably not here long enough or on a good day.
Kahe point beach park: Okay, we looked at it and skipped it given the time we spent at Papaoneone and Electric beach.
Ko'Olina beaches: Man-made, safe, hard to get parking (go later in the day). Designed for the larger up-scale resorts. Touched the water, then left and at dinner at Monkeypod Kitchen.

This area is also called Electric Beach because it's across the street from the power plant. It's about a 6-min drive from the Ko Olina resorts. The water and view was beautiful. The entry point is challenging so not recommended for kids.

We missed booking Hanauma Bay and our surf shop recommended this beach. I’m a pretty good swimmer, so I wasn’t super worried. I had no issues getting out passed the sea wall, but once I turned and attempted to swim back to shore, I panicked! No matter how hard I tried, I wasn’t making progress! My husband saw the fear in my face and told me to relax and float. He said swim when I felt the current push toward the shore. I did exactly that and I was fine! We didn’t make it out to the pipes from the plant. We actually didn’t know the pipes existed until we were out of the water. Maybe some day I can go back! Next time, I’m getting a life jacket just to make sure I’m good!

Located just north of Ko Olina resort, this park has recently been renovated with improved facilities. It is a fairly small steep beach that is a little rocky just after the waters edge. On the north side it is bounded by a catchment pond for the electric plant across the street. The beach itself is sandy, and clean. This beaches claim to fame is the snorkeling off shore, as has been mentioned by previous posts. They are true. It must be emphasized however, that the fish are more than 100 ft off shore, and there can be currents. It is definitely not for beginners, and I would advise not going alone. There are a few snorkeling charters that will take you to the spot where the fish are, saving you the swim, and probably safer. Because of the surf crashing and the rocks under the water, coming in can be tricky. The chartered tours will also show you the pod of spinner dolphins that frequent this spot. I hesitate to write this review because of the possible crowds it may attract, but I will not have been the first.

This is one of the best little and little known Beaches on Oahu. This is the “Locals Beach”. The Sand is really nice but not much of it. The beach is small and narrow. The water is really clear and the Snorkelling and Diving is the Best from shore, on the island.
The beach is also referred to as “Electric Beach”, because of the large Power plant across the highway from it. Its on the NW part of the island about 45min from Waikiki by car on the Farrington Highway. It would be a couple of hours plus by bus. There are no services close to here. There are limited places to park in the small lot and car break ins are reported, but I think over exaggerated, however a police car was there most of the afternoon keeping watch.
There are numerous places to eat within a 10 min drive North up the coast. There are bathrooms, showers and no Life Guards. There is a nice small park with limited green space and shade. I noticed a couple of homeless people living in a tent there. No BBQ pits.
If you are a surfer, theres a novice surfing area 400 yards farther to the north from Electric Beach. Lots of little kids boogey board this spot at Electric beach as there is a natural funnel onto the narrow beach which seemed to be a calmer really safe, boogey board area. It had a sand bottom with no rocks.
Now for the real gem of this place. There is a water outflow pipe from the power plant about 250 yards out to sea. The water is between 10-30 feet deep out to it. The warm water brings the fish…. lots of reef fish in large schools. Its coral all most all the way out there. We scuba dove it twice, and this was by far THE BEST shore scuba diving on Oahu that we found. We saw Turtles, tons of schooling fish and even two good sized white tip reef sharks. This was mid day Mid Feb 2016. A few days into our trip the swells came in and we couldn’t dive here any more because it was too rough, so check with local dive shops before you plan to go here.
I will definitely be adding this place to my regular stops when in Oahu! It is THAT good if you dive!

The snorkeling at this beach is terrific, but if you are walking to the beach from Ko Olina, beware of the dogs on the railroad track area. My husband was walking back to Ko Olina and was swarmed by a pack of 8-10 dogs and was bitten on his leg. When we were back at the resort, we learned that this has happened to other people too. Be careful!

This was a fun and easy place to snorkel or beach dive. I recommend entering the water next to the fence line and keeping your mask and fins in had until you are past the break. The waves are not that big, just wait for the set to blow by and you can swim out easily. Once you pass the small break it's easy swimming. If you go straight out and follow the rocks and coral you will come to the discharge pipes from the electric plant. They are about 10 feet in diameter and the water flow is amazing! There are a lot of fish and turtles due to the warm water. It's like swimming in a Jacuzzi full of fish! We brought a novice snorkeler and he had no problem! This was a lot of fun and an easy beach access!

We arrived to electric beach early in the morning and there were only a few people in the beach. We saw two sea turtles and a lot of fish. Entering the water was a bit tricky, I would recommend this site only to strong swimmers. Once you get past the breakwater the water gets clear and calm. To see the most fish you have to swim out to the end of the discharge pipe where the fish like to hang out. Be aware of your surroundings as there are locals spearfishing and dragging long lines with their catch.

No, this is just a typical Oahu beach park with parking, some picnic tables and restrooms. Depending where you are staying there are shops that rent in Honolulu and the Pearl area. There are also some shops on the west side in Waianae.
