My family and I visited Ganga Aarti at Triveni Ghat. We did take a dive in Ganga and it was chilly and nice for the soul. This is the good tourist attraction. Always good place to visit.

You can actually participate in the ceremony. Try to get a spot in the front and hold a fire lamp. You will really enjoy and get deep into the mantras.

As the festival is on 10th I don't think you will have any issues. As you will go towards Dehradun and on to Mussoorie you would be moving away from traffic and crowds . Please double check with your hotel too.
