Hi! That is right during the eclipse weekend. The coast will be inundated with visitors. The boats are most likely completely reserved on the 21st.

Depoe Bay has year round resident gray whales. However, the weather on the Oregon coast in December is very iffy. You should check and see if the whale excursions even go out in December.
