The golden beach along the marine drive is just a perfect place for sunrise and sunset. The beach is also perfect for sea bathing. Horse and camels are available for all-time stroll across the beach.
The only negative point is the cleanliness. The sand stretch to the beach is much dirty, and much unsafe also due to lots of broken glasses (possibly from bear bottles), which can hurt anyone with barefoot.

I have visited many beaches around the world but somehow I always loved the beaches of Puri. It is a pure nostalgia. The beach is so familiar having visited many times since childhood. It is now much cleaner even in the maddening crows of new years eve. The agencies responsible for maintaining it done a great job. Police was always there to help.

Beach is good but too crowded. There are a lot of stalls selling street food and most of the people go to eat, rather than go in the sea. Very difficult to get parking too. However, we were there during the peak holiday season, so maybe it is less crowded during lean seasons

The sea beach is the best in India. It is clean, has chairs on hire and is high on safety and security. The width of the beach is just right so one does not need to keep walking across hot sand forever.

Safe beach to stroll. Fish fry is excellent. Make sure you choose the fish and then ask them to fry and not take the fried fish on display.

Puri has a long beach. Beaches are clean and sandy. Swargadhar Beach (most crowdy) with market and eateires, Golden Beach and Light house less crowdy.
We could not find changing room or public toilet on Swargadhar Beach or Light House Beach, so we went to Blue Flag Beach.
Blue Flag Beach is beach with facilities like Changing Room, Toilets. Beach is having entry fee but worth paying. It is having less crowd. It is also having nice seating arrangements like umbrellas, benches. We lost our bag at the entrance of beach but due to lost and found counter at beach, we get it back.
Sun Rise (around 5 am) on these beaches is great experience.

Puri Beach have 4 parts. From west to east they are Marine Drive Beach, Swargadwar Main Beach, Golden (Blue Flag) Beach, Private Niladri Beach. Swargadwar beach is over crowded & not so clean. But here you get shops & hawkers, beach foods, camel rides, water rides etc Marine drive beach is comparatively lesser crowded than Swargadwar, a little cleaner beach. Niladri beach is privately maintained & really clean beach. But the best out the lot is Golden Beach which is now accorded with the prestigious Blue Flag Beach certification. It's a super clean & less crowded beach and one need to pay Rs 20 to enter & stay for 3 hours duration. The sand is white & clean. The water is also very clean. No hawkers allowed. Not even a single small trash found in beach. This is a no plastic zone. Some wooden recliners are there with thatched leaf sheds. Baywatch tower is there with security & bay watch personnel. Some restaurants are there just out of the beach lane. It's a peaceful beach where one can enjoy the serenity. Paid wash rooms available. You can also have sea bath at designated areas & the watch men are always keeping watch on you alerting possible dangers. The beach is fenced so anybody from outside can't enter. Beach opens at 5 am & closes at 10pm. Last entry is at 9pm. Great beach, really Blue Flag.

I have no idea about hiring cars in Orissa. I always travelled by train or taken the travel car from Calcutta. From Bhubaneshwar to Cuttack it is around 45 kilometers.
I would like to know if beach and water activities will be open in 31 August 2021

You can as many properties are operational now. Try Empire Hotel, Puri in Balia Ponda, on the beach (only a road between hotel rear entrance and the beach). Good property with helpful staffs--hopefully you will enjoy your stay.

The other answers look adequate.
I have organized a Puri trip with 60 people by bus. Can I hire a mini bus from puri bus stand to hotel near swargadwar? And what will be the exact mini bus fair?

Puri bus stand to Swargadwar is a short distance. Unless you have old people travelling, you don't really need to book a bus. Tell your group to take rickshaws or autos - both are available in plenty.
By the way, how are you reaching the bus stand? If a bus is dropping you there, you might as well ask the bus to drop you off close to the Swargadwar instead.
Am I allowed to stay whole night at Puri beach?

Typically you can't, I mean if you want to spent whole night with beer in your hand and sleep over like Goa, but you can go to the beach any time you want, I went there around 2.30AM and stroll till 4.00AM, but yes cops and lifeguards will irritate you to the core and not to forget about the stray dog. Beware of them at night.
P.S: There are many budget hotel just opposite to puri Bech, get one and enjoy the beach fullest
I want to visit PURI with my family by August 1st week. Is this right time to visit.

Puri has two primary attractions, first - Temple of Lord Jagannath and second - Puri beaches. It depends upon your primary focus to visit Puri.
That said, if you have decided to visit in August, I would recommend that you should visit. It is a call of Lard Jagannath and Temple door are always open to welcome people. Sea could be a bit choppy in August and violent but I am sure you will be careful. Weather could be hot and humid and do take umbrellas for the family.
Best wishes for a great vacation.
