We just drove into the park. There was no charge and there is a good size parking lot. I am pretty sure there is no charge.

You absolutely can go and enjoy the cityscape from the car! There are little areas for cars to pull over and pause for pictures. There is a road that runs along side the entire park. Also another area down by the waterfront... More

There is a ferry that goes to NYC but its on the marina side opposite the statue ferry. $7 one way
