When visiting downtown area we happened across the falls bridge and the parking lot that allowed for closer viewing. The sound alone of the falls is worth the stop.

If your staying downtown Minneapolis you can walk there.If your staying in Saint Paul your can take the train to downtown Minneapolis and walk to the falls. There are great river views, bike/walking paths too.

there is a well marked trail to walk or bike around the waterfront. Lovely to do on a nice day. Inexpensive bike rentals readily available all over city.
