While my husband and I stayed 3 days in Louisville, we had a chance to visit this place. Just simply it a wonderful and peaceful place. We just walked around and enjoyed the peace and tranquility after a very busy day.

Went looking for the foot bridge and happened upon Lincoln, 12 ft tall. Thought "this is a really cool place" walked around the park bought frozen yogurt and sat in a swing for awhile. Very nice place to walk or ride a bike.

There are a couple of restaurants. Joe's Crab shack comes to mind. But I don't believe there is outdoor seating and dog friendly. If you go up a few blocks off of the river, there are up around Main street.
