I went here a few times when I went to Cumberland College (now University of the Cumberlands). The trails were nice and just the overall park was nice. Very picturesque.

No. You just have to be there on the specific dates to see it. The dates are listed on the Cumberland Falls website

Seriously, The water is flowing way to fast. then soon the waterfalls. Now people do dip their feet in the water, but even that is not advisable.
