We walked around the Arts District at around 10:30 on a Sunday and very few of the shops were open. It seemed most things opened at noon, so plan accordingly.
The area is lovely though, with lots of shops and restaurants and sculpture.
Very charming area to spend evenings, streets and shops are decorated with window flower boxes and hanging baskets, variety shops, great indoor/outdoor restaurants, ice cream shops, and outdoor concert. Family friendly environment.
