We had access to this area by swimming/walking through the water from Crescent Beach. There were a lot of people that would snorkel here, and some were fishing. Huge assortment of various shells in this area.

We spent a lovely afternoon snorkeling just off Point of Rock. There was vibrant orange coral and a nice variety of tropical fish. The sand on the adjacent beach is white, fine and powdery. .

We went in High Tide, while the waves were rough and covering the rocks. I would say that it would be much better to view when the tide is low.

Make sure you have water shoes. This beach is not easy to access but if you can there are GREAT shells to be found!

I 100% agree with dwvonfischer. Best to snorkel at high tide (around the point if you like. No walking around the point required). Walk around the point at low tide. Bring water shoes - rocks can be sharp.

I think there is some rule about fishing from the shore and if you are Floridian (live here) then don't need license and if fish from boat then you do. I do know you are allowed to fish from point of rocks.
