Great passage, lots of people, feels comfortable! At places, where not much shade the sun is a bit too much especially in summer but it's wonderful to walk , you can always choose the late afternoon. Takes you all the way to Ocean Dr!

Yes, I saw lots of people walking dogs along the boardwalk, not sure about lead restrictions.
