Realistically, what time should we arrive on a non-holiday weekday to get parking and a decent spot on the beach? We have been "burned" by this on the Cape before. :)

On a weekday, there is not a big crowd issue and you can easily find parking. I would still get there around 10:00, if possible, to get a choice place on the beach. This park is nothing like what happens on "The Cape".
What type of restroom facilities do they have and are the restrooms open in the middle of the week in the off season?

Yes. They have restrooms and while all are not open, you will find some of them are open. When I went I could use family restroom as it was open.

Dogs are ok but not between memorial day to labor day In any case, they require to be leashed.
