Our first night in, the visitor center was closed. We stopped in the first morning, found a map, and was offered a number of tips. The botanical gardens and the scenic drive were highly recommended by the woman at the desk. We enjoyed both.

I booked a number of tours from here. Unfortunately it was hard to find. Not large enough signage on the streets. Not enough seating when waiting for the tours to begin.

Unfortunately i don't know where the Ship Cruise port is, but I am not aware of another Visitors Centre in Santa Barbara. I would advise you to contact the Visitors Centre direct.
