If you are in Seefeld, you must go and take the train/cable to go to the mountain. It is very enjoyable and you can get a nice meal at the middlestation.

Although a little on the expensive side 16.5 Euro to ride up with 1 Euro refunded if you handed back your plastic card, we enjoyed the lovely walk back down 1.5 to 2 hours depending on your speed

Because Seefeld has the 2019 nordic championships nexr february there is work going on in Seefeld including upgrades to one of the high up cable cars to the Joch so that part is closed.

As long as your Hotel is in Seefeld, you are only looking at a 15 minute max walk to the start of the funicular train. We were lucky as it was 2 minutes around the corner.

I'm not sure. I believe they would be open all year round as it caters for walkers too as well as skiers.
