You can take an express train to Obihiro from Sapporo or take a flight there. From the Obihiro Airport to the Obihiro train/bus terminal, you have to pay about 1,000 Yen for a one-way ticket and ride on the bus for about 45mins. Then from the Obihiro train/bus terminal, there is a bus to go to Shikaribetsuko. You have to check the Shikaribetsu Ice Village website for the map and time schedule. I think the buses run 4 times a day to the ice village. It takes about 1 hr and 45 mins to 2 hrs. from Obihiro Station to Shikaribetsuko. It will drop you off in front of the Fusui Onsen Hotel. The ice village is 1 min.'s walk from Fusui Hotel. If you stay 1 night at the Onsen Hotel, then they pay for your bus ride roundtrip to Obihiro bus/train terminal.
If you depart directly from the Obihiro bus/train terminal, then you just get on the bus to go directly to the ice village without having to take the extra bus ride from the Obihiro Airport.
You should check with Fusui Onsen or the Ice Village website on how to reserve the igloo room. I didn't stay in the igloo. I heard 2 different things about the fee. Someone posted that there is a 500 Yen charge for a 1 night stay and someone else said that it was free of charge. So just in case, better check with JTB (Japan Travel/Tour Company) or the official websites of Shikaribestuko Ice Village staff or Fusui Onsen for more accurate information.
