Yes there are, at both Lighthouse and Hawa beaches. The one at Hawa beach is more obvious - it's in the carpark. I did not see the one at Lighthouse beach, but I was told it exists - at the far end, the lighthouse end of the beach. Unfortunately, I don't know what the quality of these are, as I did not poke my nose into them.
But basically they are toilets, so what that means in Indian public places your imagination can fill in. What I don't know is what spatial facilities they have in there for changing in any degree of comfort - probably fine for men, but may be unpleasant for women.
Personally, I think this is a serious oversight by the village panchayat, considering the crowds that come, especially to Hawa beach. The only thing I can suggest as an alternative is to ask at the Sea Rock Hotel - it is big enough, and if you buy a drink they will probably be fine about it. Not sure what the restaurants think about non-customers using their toilets for changing, but anyway, their toilets are nothing to write home about (except for Green Garden, but it's too far back for these purposes).
Yet there must be a solution for women, because they mostly swim in their normal clothes, so they would have to change somewhere. In which case, perhaps the Hawa toilet block is OK for changing.

They are all different beaches, each worth a visit. Samudra beach is rocky and not much there. The lighthouse has great views. There is a lift to the top floor but then a steep ladder to the viewing platform.
