Any glacier you can visit in Alaska will be worth every penny. Yo can access portage glacier in the Alaska Railroad Train get down at that stop and explore on your own!

That is a very hard question to answer. There are so many factors to consider, such as the weather. They are having a harsh winter this year. I would book in advance to be sure, but call the company for their read on it.
