This sits to the southern end of the National Park in central San Jose. What I really liked was the flags at both sides of the memorial.

Located near the National Museum, Parque Nacional Park, plus the Museo de Arte y Deseno Contemporano, it is a small place with half circular designs. I took some pictures here and moved on. Nothing much especial to do here.

According to a city guide It is regarded as a very important plaza of course with the building that it is in front of: Tribunal Supremo de Elecciones. It came into existence after the decision was taken to abolish the army. Disputes will be decided by elections. To ensure they are free and fair tribunals were founded. This is the supreme one. The 'plaza' is just 30m wide and 100m in length across the street from the West side of the Parque Nacional.

This is a very small strip of land that is designated as a park commemorating the electoral freedom of Costa Rica.

Hola, creo que simboliza una paloma, el símbolo de la paz. Si te colocas frente a esta en el centro de la plaza y le hablas directamente a la estatua ocurre algo peculiar.
