Rovinj old town is absolutely beautiful and really atmospheric and characterfull. I enjoyed wondering around without any real purpose and just sitting on the seafront watching the world go by. Lovely.

I would say generally no. The newer Carera St, open areas, and the walkways around the harbors would be ok but the old cobblestone walks and narrow streets would be quite prohibitive. Don't remember drop down curbs.

Yes, the stores will be closed, but only the really tourists ones. The normal stores and restaurants work normal until November.
