We visited the Kokura Garden in the winter and it was fine. It's not very big, but you can get a nice view of the outside of Kokura castle. Admission also included a visit to the Samurai-style mansion constructed in the Shoin style. There was a Japanese-speaking guide at the mansion. Everywhere I went in Japan the attention to detail was amazing but the walk ways here were hands down my favorite. The things to see and take pictures of are within steps of each other. Loved every minute of the garden.

I hope this refers to the Japanese Garden adjacent to Kokura Castle and available to visit on a combined ticket. Lovely traditional Japanese Garden but not at best in March. The traditional Japanese House that is in the garden is a gem and there is a very good exhibition area as well.

Kokura Castle garden is a short distance from the castle. The garden includes a Samurai Mansion that was an Annex to the castle. It is worth a visit and takes about half an hour to view. Admission is 300 yen. It is also incorporated into the special 700 yen ticket which includes Kokura Castle and Matsumoto Seicho memorial Museum.
