Such a beautiful park. My husband slept in while I took a walk around town and the park = lovely. Lots of play equipment for kids. Pretty people!

I would imagine you could with a permit. Call the chamber of commerce for Ashland

If you go into the area away from the play ground, they have dog waste bags available, hitch tells me yes.
