I attempted to call the listed number to make reservations(I’m in Hokkaido). The Coast Guard division answers and informs me that I was calling the coast guard. Is there another contact number other than 81-11-863-3515?

A very well-done and informative tour. They couldn't have been nicer and provided an English translation (pre-recorded) for the tour. Super tasting of beers at the end!
