I spent about 45 minutes reviewing the two exhibitions, both were mainly local and national artists works with limited foreign works. The Gallery is nice with high ceilings and it's a worth a trip to review the work even if you're not a big art person. Note they don't take Visa so be cash ready. Accessible by both Subway and... Very well out together museum. I saw a travelling exhibit only but it was very entertaining and the museum was clean and nice inside and out.

I would recommend going to this museum only if you find yourself in the area on an afternoon with nothing else to do in Sapporo. This is a medium sized fine art museum operated by the Hokkaido Prefectural Government. They have a permanent collection section called “Collection Gallery” and a special exhibit section. There are two sections to this museum - one with pieces from the museum's permanent collection and one for special exhibitions. Visited this small modern art museum to see art works for "Sapporo International Art Festival 2014 (SIAF2014)". Like some prior reviewers pointed out this is not a big grandeur museum showing valuable modern art works like other modern art museums. For whatever reason none of the modern art part of the museum was open. However I still had to pay full price (1300 yen) for the ONE visiting exhibit. Visited the permanent gallery and special exhibition. Both contain an expansive collection of art. I enjoy the permanent exhibits more. All description are written in Japanese. Entrance fee to both galleries are separated. Quite costly for me.

A nice combination of modern, traditional and a special exhibition made this a very enjoyable visit. I am not sure if the ukiyoe works, 100 beaties of Edo was a permanent display or a special exhibition, but it was an excellent presentation.
