I've been here three times and only one good experience. In October, 2013 the flowers were magnificent, but in August of 2015 and May of this year there was very little to see.

Take the bus from the port to top of the hill. Lovely garden covered by flowers. Reasonable restaurant with a good choice of Japanese meals and food. Lovely to stroll around the island.

If you have one day off in Fukuoka, I strongly recommend you to go on excursion to Nokonoshima. It is just marvelous! It takes only 10 minutes from Meinohama ferry terminal (you can take a bus from Meinohama subway station), and it costs only $2.10....More

The flower park is a half day destination from the city, including transportation (subway train, bus, and ferry).

Cosmos is in bloom October and early November. Dahlia can be seen in early October.

Both regular and electric bike can be hired near the ferry port. You can't enter the park by bike, though.
