Tower was interesting although average. Marina water was very dirty but it was after a historic rain. Shops were good, Restaurants at Bayside place had kid friendly French restaurant that was very good. The Onsen was very nice and clean.
As we arrived and departed Fukuoka with a cruiseship we looked at this tower as an orientation-beacon, also when we travelled by taxi.

There is a museum downstairs and entry to the observation deck is free. They could have charge a fee and there would be visitors as observation deck means that you get a bird eye view.
