We visited the Long Neck people as part of a tour so the fee may have been included in that. Regardless of whether it was or wasn't you should purchase some of the handicrafts at the village. This is how they make money and we are intruding in their lives so it is the least you can do. I bought a few handmade scarves which were beautiful as well as a few other items. They were too cheap. Also remember that you will probably take photos of the people and their children so be considerate of that. If you don't intend to spend any money at the village then I would suggest you don't go.
