It's an amazing museum (Hall of fame) with stories and artefacts from the Ladakh region along with many war memorials. It definitely warrants a visit with a couple of hours to spare.

War museum, also showcases the hard work of our Army to connect our country to its border, its a tiresome work out there. Also showcases the history of Ladakh and the animals in the region. Very very well done.

Yes, I intreacted with local people as per them their is not much rain as rain keeps on coming and going, so I dont see any issues with your dates.
