It seemed like we were the only ones there on the day we visited. This is an excellent spot to see Qingdao from higher up. We did climb up to the top of the pagoda and it was a wonderful view of the older section of the city. With fewer visitors one can really enjoy the serenity and sight.

During my first 3 days in Qingdao before I ventured to the other cities of Shandong Province, I stayed at Long Jia Hotel beside the Huiquan Shopping Plaza.
There are 3 reasons why I chose my accommodation at this location. Firstly, the airport bus terminated at Wending Road beside Huiquan Square and my hotel is just 5 mins walk from the terminal. The second reason is the location's close proximity to attractions in Old Qingdao, Lun Xun Park, No.1 Bathing Beach, Zhongshan Park and the XiaoYushan Park. There is also a number of bus services to the Qingdao railway station where I could purchase my train tickets to the other cities in Shandong. The third reason is because there is a direct bus along the main road outside the No.1 Bathing Beach that goes directly to Lao Shan Scenic Mountain.
The foot of the Small Fish Hill (XiaoYushan) is just 5 mins walk from my hotel. Each time I came out from my hotel, I could see a Chinese classical style pavilion seats right at the top of the Small Fish Hill overseeing the No.1 Bathing Beach. In fact, the beauty of the No.1 Bathing Beach would lack the magnificence without the Small Fish Hill as the backdrop.
The Small Fish Hill is rather low. It is only 60 meters high even lower than our highest hill, the Bukit Timah Hill in Singapore which has a height of about 500 meters. It was thus rather easy for me to scale up to the hill-top.
I woke up early on the second morning in Qingdao and took a relaxed stroll up the hill. There was a signboard few meters from the foot that stated that I was at the Cultural Celebrity Street of the XiaoYushan Park and further up along the road was another billboard that pointed to a bungalow house as the former residence of Kang Youwei.
Kang Youwei is a great advocate on reforms and he strongly felt that China must urgently embark on modernization and on learning advanced technology and science from the West otherwise China will vanish from the league of nations and degraded into a weak vulnerable country bullied by the rest of the Western Powers.
But his ultimate intent was to save the corrupted and dying feudal Qing Dynasty aristocratic rule. His ideas were very influential among the intellectuals and rather radical at that times. His Hundred Days' Reform gained the fervent support of the powerless Qing Emperor then but the programs ended up in catastrophic failure. There was in-fighting for power within the ruling regime and the actual power was in the control of Empress Dowager (the Emperor's mother) and the conservatives.
I had read many of his articles and essays on reforms and I found him a respectable intellectual of his times. It was fortunate to be able to have a view of the `luxurious' house that he once stayed.
I eventually reached the pavilion that overlooks the coastal line of Qingdao. There were two pavilions at the hill-top. Standing at the pavilions, the panoramic view extends as far as the Zhanqiao Pier, the Lun Xun Park and the many terrace houses and apartment at the Badaguan scenic areas and the Cultural Celebrity Park. It was marvelously breathtaking but I later found out that the panoramic view at Signal Hill Park is even more scenic.
There was a landmark with engraved embossment of hieroglyphs of fishes and some wall calligraphy display and painting on classical texts in a garden near the pavilion. Three delicate frescoes are painted along the corridors; the simple paintings, lifelike figures and profound artistic conception contribute to the cultural atmosphere of the park.
The air is breezy cool at the hilltop as it faces the No. 1 bathing beach. The place is also quiet and you feel an ambience of relaxation and deep meditation sitting at the pavilion chair looking far and beyond.

I climbed to the top floor of the pagoda and was rewarded with an unobstructed 360-degree view of the city -- from the golden beaches to the red-roofed European-style villas, and other tour attractions in between. Free admission for seniors over age 60. It's definitely worth a visit on the way to Badaguan.

I think it was 10 RMB to get in and I was greatly impressed by this place. The views of Qingdao were spectacular and you had three floors to view the city from. This was probably one of my favorite places in Qingdao. You can get a great view of the beach from here.
It's also conveniently located next to two cafes. The cafe to your right as you come out seems to get most of the business. I went to the one to the left which had decent pasta and a great lemonade. They even have two cats as pets that roam around the cafe which I enjoyed.

Especially on a clear day this is a beautiful little spot that is not only scenic in its own right but had beautiful photo opportunities. You can look across to the Government Guest house (German Governors Mansion - a must see), down to the main beaches and across the harbour to Little Qingdao Island and the pier. A great spot to go first and eye up the spots before you visit the other German quarter scenes. A few steps but not too onerous and a couple of coffee shops at the gate. Very close to the cathedrals, Buddhist and Taoist temples, the naval museum, food street and other tourist spots. 10 RMB entrance

You can get a nice view of the city from here as it is on a hill. There is a nice pagoda on the hill.

If you want a view of Qingdao, you should go there, the place is really calm and the temple is really beautiful!

Must go attraction when you in Qingdao. Beautiful panoramic view, nice for slow walk. Even have to pay RMB10 ticket price.

A quiet, small park with very few people on a Monday morning. The pagoda was closed for visitors but at the base of the pagoda, the view of Qingdao was clearly visible - beach, German town, signal hill... etc. it was great for photo ops.
