I don't know if one can visit the museum, because it was closed when I walked past. There were no signs to give more information.
But it is a beautiful little gem

This area is in the north part of the city close to the north harbour. Most of the buildings date from the early 1900's and look it. Some buildings have been rebuilt but there is a good variety of shops and food stalls and it is pedestrianised with the usual collections of character statues to photograph.

There are more than a dozen European style buildings scattered throughout Beihai that date back to the late 1800's / early 1900's - refer to the Beihai government web-site (beihai.gov.cn)
The site of the ex-British consulate (near the corner of Beijing Lu and Beibuwan Zhong Lu) is open to the public with interpretive signage in CN/EN as is the German Shenbao Foreign Firm Building (a trade organisation established by Germans).
All are worth a visit if you are in Beihai for a while (even if many of them are not open to the public).
The interpretive signage makes an interesting read of the history of Beihai and its role as a trading port.

The historical heart of Beihai is by the sea. Ignore the endless tourist shops selling pearls and cheap chimes and look up to enjoy a street filled with charm and mystery. The flowery plants creeping up the facades of the old buildings and the odd shop sign that gives you clues of this streets past are a joy. It's quite a long walk so make sure you pace yourself and stop off for a decent coffee or a fresh coconut. Octopus balls are a hit with the tourist. If I where to do it again, I might have chosen to come really early in the morning to enjoy a more peaceful stroll through this wonder-filled street!

Everywhere in Chinese cities you see skyscrapers. Beihai is not as intrusive and doesnt feel like you are being pressured or intimidated by them. Well designed

The old town is possibly the most attractive part of Beihai. Not only are the building still in authentic state, there are some very interesting stores and cafes there.
