I cannot recommend any particular dealer however there are quite a few outlets on one of the upper floors.

Give a price, if they still haggle with you, it's because they are interested in that price. Try to stand your ground. I've got two good Northface black jackets for 250¥ (125 each)

The best tailor in town is Lisa Tailor. They specialize in men's suits but they also do women's clothing and coats. They are not located in the Silk Market but in another shopping area in Beijing.
