There's been a lot of confusion online as to when the museum would be re-opened so I can confirm we visited January 4th 2020 and all but one hanger was open to the public. Great museum if you like planes especially Migs as there are a lot of them! Free entry to outdoor sections and 20rmb to go inside the mountain. All the signage outside has english translation but not as much inside. There are a lot of interesting looking planes outside at the back you are not allowed near. It looks like they are expanding that back section to include these planes but they aren't ready yet. We booked a car to take us out and back which I would recommend if visiting as the museum is down a pretty long bit of road so bit of a hike from any bus stops. If you get a taxi arrange to have them come back for you as there isn't likely to be any around when you come out. We were there for a good few hours and the only non-Chinese visitors the entire time and they all drove there so there isn't tour buses or taxis hanging around. Food options are very limited so bring drinks/snacks with you.

As noted by another traveler, the Changping museum is closed until November, 2019.
However, Beihang, the Beijing Aviation University, has a small museum on its campus that has a selection of about 30 aircraft on display.
The campus is conveniently located just inside North 4th Ring Road. Unfortunately, to visit you need to book tickets on the museum website, a process that can be done only in Chinese, and even then the museum is open only Tuesday and Saturday mornings from 9-12.
Still, if you jump through all the hoops you are rewarded with a chance to see and assortment of Chinese aircraft and a reasonable history of Chinese aviation.

I’ve visited this excellent museum twice. Still have not gotten enough of it. More aircraft than you can imagine and more types than you ever knew existed.
Wear good walking shoes and take a lunch. Go early so you can have enough time.

This is the official museum of the PLAAF, on a former airbase, north of Beijing. Getting here is an effort. Cheapest is metro to the end of the appropriate line, then a taxi. If you are short of time, get a car from the centre, or even better, get a car for the day. Once here, you are not in the city any more, and getting back can be a challenge.
On show are all the planes you have never seen before, or even knew existed. Soviet B29s, for example. Every imaginable MiG, in CN versions. A seaplane!
Of course, if you are not an aviation lunatic, you could find this king of thing totally boring. So, one for the crazies, I suppose. But WONDERFUL.
Most visitors are Chinese; as a foreigner, you may stand out a little. But never mind.

The China Aviation Museum was great with Russian Tupalovs, Migs and many more. It was great that you can hire a golf cart to drive around the massive museum. There is a cool little market at the front of the museum where you can get souvenirs. It is amazing how much planes they have there and I suggest to hire a driver for the day.

My husband took my daughter to this museum and hired a buggy to drive around, you were able to get up close to all displays and there was so much to see. We did have a mishap the day before trying to locate this place and ended up at another Air muesum which is closer to Beijing but then got the location right and finally got to this one the next day.

When did the Shahezhen Airbase cease operation? Do the 3 huge heads of the Aviator/ astronaut memorial represent specific pilots?

There is an airbase attached to the museum by a long taxiway. The airbase seems to be still be in operation. No idea about the heads.
How to get to Aviation Museum by public transport? And when I'll be taking a bus from subway, is there any sign or indication of the Museum (so that I wouldn't miss the stop)?

Take subway Changping Line and get off at Shahe station. Come out from Exit B1. You'll see a main road. To the right, there is a bus stop. Take bus number 945, 7 stops, takes about 10 minutes. The stop is called the China Aviation Museum in Chinese. Alternatively, be aware of this: After the bus passes over a highway(6th Ring Road), get off at the first stop. You'll see a monument on the right side of the main road with the name in English. The monument stands at the corner of a road that leads straight to the main entrance of the museum.
You can either walk north for a kilometer, or take a tuktuk for 10 kuai.

Is it possible to get a taxi for the return trip?

All days, from 9:00 to 18:00 hrs, except in winters when it opens from 9:30 to 17:00 hrs. It's easy to get a cab for the return trip, since a lot of taxi drivers used to wait outside the parking station for new customers.
