We drove to Palca Canyon and admired the views. However the mountain was mostly covered in cloud which was disappointing. Hike is possible in the area. However we only spent time looking at the views and enjoying the quiet.

A nice half day trip. No organized tour needed. Take a taxi or a uber that can drop you at the entrance (dirt road leading down from Uni village, doable with any car). Walk through the canyon in about 1h. Pick-up on the other side in Palca. Paid 250bs with uber from central La Paz. Doable with public transport too, you will have to walk 2h+.
