It's part of the strip that contains the Independence monument. It's certainly pretty during the evening with the lights shining around the city, but it's not a very accessible area given the amount of traffic around it. I wouldn't go here for the statue but rather the opportunity to walk around a bit without the hustle and bustle of Phnom Penh streets. Although in my opinion Wat Phnom or Riverside have more accessible walking areas.

The King Norodom Sihanouk Memorial
The bronze statue of the King is housed in a 27 meter high stupa located in the park sandwiched between Sihanouk Blvd. & Suramarit Blvd. street 268, a very short distance from the Independence Monument. He died in China October 2012. This is an important monument reflecting so much that he did for Cambodia. A major achievement being liberating the country on the 9th November 1953 from France. Up to then, Cambodia had been a French Protectorate since 1867.
The memorial can easily be seen from the streets but for a close-up view, to read the inscriptions & get photographs, one would need to cross (very carefully) the busy roads, to enter the park.
I am showing images taken during the daytime & at night when the memorial is thoughtfully illuminated.
Sihanouk Blvd. is a very busy thoroughfare with shops, banks & restaurants close by.

The Statue of King Father Norodom Sihanouk is a large Bronze Memorial. It is located in the Independent Square in the centre of Phnom Penh. Norodom Sihanouk was head of state of Cambodia numerous times. The statue is dedicated to the accomplishment from Sihanouk on liberating the country from French Protectorate. on November 9/53.

It is a great location for a walk. Many locals were there in the early evening playing games, doing a large group tai chi and just enjoying the area. We probably only spent 5 mins at the statue but it was just the start of the amazing time we had in the area.

Visited the Sihanouk stature as it was beside the Independence Monument. The stature had no significance to me, thus my lack of interest in it. The gardens were of more interest to me.

It is a giant statue of the late king located in the heart of Phnom Penh. It is a great place to come in the evening for a short stroll and photo ops. The square in located in the middle of 2 busy streets so getting to it is a bit nightmare with no pedestrian crossings. But take your time and you will find openings in traffic that will allow you to cross. Around the square are various restaurants so you can have your dinner nearby after your evening stroll.

This is a statue in the middle of the boulevard and near the independence monument. If you are in the area it is worth seeing, but be warned that there is not much shade in the area and lots of traffic.

If you're nearby, this is a great place for a stroll and to look at the statue. You can also check out other attractions nearby. Not worth going out of your way for.

If you didn't have enough time for visiting famous Phnom Penh touristy area like Tuol Sleng or Killing Museum, maybe this landscape are quite good for stop. Just walk around the Royal Palace to Preach Suramit Blvd and you can found this vast park with some trees and this statue in the middle. Better if you get here in the aftrenoon or night time b'cos it's really hot in the day time.
