You need a visa for both. If you are going from Vietnam to Cambodia you can get Cambodian visa at the border. If going from Cambodia to Vietnam you need to get the visa for Vietnam in advance.

Both Sihanoukville and Phnom Penh are located in Cambodia and thus, no visa is required.
